Speed Limit Ordinance Not Fully Implemented

City ordinance no. 18, series of 2019, providing for the speed limits for all kinds of motor vehicles within the territorial jurisdiction of Baguio city, providing penalties for the violation thereof, collection of road crash data, and appropriating funds for this purpose, has been found not to have been fully implemented.

This is stated in a status report, Feb. 4, 2025, on the legislative monitoring and evaluation of the said measure conducted by Nechel Occasion, local legislative staff assistant 3, of the City Council, and submitted to Vice Mayor Faustino Olowan.

The status report’s conclusion is based on information and reports submitted by City Engineering Office-Traffic and Transportation Management Division, Baguio City Police Office, the city’s punong barangays and tanods.

It suggests that the city council consider recommendations of the concerned offices like employment of information technology personnel who could manage the connectivity of data and trained personnel who are capable of conducting trainings/seminars for violators; review the speed limits as provided in the said measure to determine if these are appropriate for the actual road conditions in the city.

Appropriate the initial funding of P2-Million as provided in the ordinance which was requested in the 2023 budget; conduct of seminars and information, education and communication campaigns to the public on traffic rules and regulations, and others.

Intensify the strict enforcement of traffic laws during rush hours to deter speeding and other dangerous behaviors on the road; maximize the deployment of personnel at traffic accident-prone areas from 9 am to 3 pm; additional installation of speed bumps; encourage the use of public transportation, cycling, and walking as alternative modes of transportation to reduce the number of vehicles on the road; and more.-Gaby B.
