One-way Trafic along New Lucban Road approved on 3rd Reading

The City Council, during last Monday’s regular session, approved on third and final reading a proposed ordinance setting a one-way traffic scheme along New Lucban road and New Lucban extension in the city during the implementation of the project rehabilitation of sewer line and road improvement at New Lucban until its completion.

Under Resolution No. 43, series of 2024, the City Environment and Parks Management Office (CEPMO) and the project’s contractor shall be responsible for the public and workers safety and shall install the appropriate standard road signs and provide traffic management to warn, guide and control traffic, including pedestrians.

However, upon completion of the said project, the traffic scheme at the New Lucban road and New Lucban extension shall be reverted to a two-way traffic flow.

In a Memorandum dated July 3, 2024 for City Engineer Edgar Victorio Olpindo prepared by Engr. Amy Jane M. Calugay-Gas-ib,  and noted by Engr. Rodrigo Samuel R. Martinez, both of the City Engineer’s Office, relative to the request of City Environment and Parks Management Officer Atty. Rhenan G. Diwas for assistance in implementing a one-way traffic scheme specifically from Teodora Alonzo road crossing exiting to Rimando road for the rehabilitation of sewer line and road improvement at New Lucban road stated that the project contractor shall be responsible for public and workers safety with the installation of the appropriate standard road signs and provide traffic management to warn, guide, and control traffic, including pedestrians flocking to the area.

In his letter dated July 4, 2024, City Engineer Olpindo favorably endorsed the implementation of the proposed one-way traffic scheme along New Lucban road and New Lucban extension during the implementation of the said project by the CEPMO subject to compliance under the earlier recommendations.

Further, the Committee on Public Utilities, Transportation and Traffic Legislation, in its 3rd indorsement dated July 30, 2024, recommended approval of the implementation of the proposed one-way traffic scheme at New Lucban road and New Lucban extension during the implementation of the project.

The committee stressed that the legal basis for recommending approval of the request is under Section 447 of the provisions of Republic Act (RA) 7160 or the Local Government Code of the Philippines which stated that the Sanggunian has the power to regulate traffic on all streets and bridges. – By Dexter A.
