NEA Supervisor Omar Mayo and former PCOO Asec Marie Rafael were charged with a number of criminal cases over their forcible takeover of the BENECO headquarters on October 18.
The sixteen-page affidavit of complaint was filed at the prosecutor’s office on November 11, 2021 by General Manager Melchor Licoben for alleged theft, malicious mischief, grave coercion, carnapping, and other appropriate charges in relation to the forced takeover.
The complaint narrated that the guards on duty readily identified Mayo as present with the armed persons.
Other personalities whose identities are not yet known will later be identified in the course of the proceedings. This was a result of an earlier board meeting by the BENECO Board of Directors authorizing Engr. Licoben to institute the filing of the complaint pursuant to Resolution No. 2021-202 dated November 3, 2021.
The complaint contained the events that transpired during the forcible takeover documented on the CCTV camera. It said that the “ named John Does and Jane Does will be included in the complaint once identified.”
It can be recalled that when the employees took over the Headquarters on October 20, they found out some equipment was missing and damaged.
The complaint mentioned that the group of Rafael and Mayo are the suspects in taking 3 pieces o NVR-CCTV recorder, 12 GB storage worth P93,000; 4 pieces of Motorola handheld radios XirP3688 worth P84,000; 2 pieces Cignus X52 handheld radio worth P2,100; 1 Sony A6400 camera worth P70,000; LAN cables and connectors; VGA cables, and TP link Smart PoE switch.
It was also found by BENECO Network Services Department that other items were missing like a ratchet with guy grip; climber set; pliers; bolt cutter; handline rope; skinning knife; adjustable wrench; 4-in-1 ratchet wrench; and hole digger.
It was also discovered that the ignition of a service vehicle used by field engineers was damaged and a truck’s fuse panel was destroyed.
The forceful take over, several glass doors and frames were damaged and these were all recorded in the CCTV video. -CCT
