COMELEC Reminds All 2025 Candidates: File SOCE by June 11 or Face Consequences

BAGUIO CITY, Philippines β€” The Commission on Elections (COMELEC) has reiterated its reminder to all official candidates, political parties, and party-list organizations in the 2025 National and Local Elections (NLE) to file their Statement of Contributions and Expenditures (SOCE) on or before June 11, 2025.

The requirement applies to all candidates and political groups, regardless of electoral outcome or campaign activity. This includes those who:

  • Won or lost in the elections
  • Did not incur expenses or receive contributions
  • Did not pursue or continue their campaign
  • Funded their campaign entirely from personal resources
  • Withdrew their candidacy, provided the withdrawal was made after the official start of the campaign period

COMELEC emphasized that no elected candidate shall be allowed to assume office without filing the required SOCE within the period allowed by law.

Strict Filing Requirements

According to COMELEC guidelines, the SOCE must:

  • Be personally signed and notarizedβ€”either by the candidate or the party treasurer (for political parties and party-lists)
  • Be submitted in prescribed hard copies, accompanied by a soft copy in both PDF and Excel formats
  • Be stored and submitted via an external storage device (e.g., USB)

The documents must be filed directly to the appropriate COMELEC office no later than June 11, 2025. Offices will accept submissions on weekdays, including Saturdays and holidays, from 8:00 a.m. to 5:00 p.m.

COMELEC firmly stated that the deadline is final and non-extendible. Late submissions will not be accepted under any circumstances.

Additionally, submissions sent via registered mail, courier, electronic mail, or messenger services will not be honored.

Campaign Transparency

The SOCE is a critical tool to promote transparency and accountability in campaign financing. It discloses all contributions received and expenses incurred during the electoral campaign.

COMELEC urges all concerned individuals and groups to comply to avoid penalties and potential disqualification from assuming office.
